KEY ADVANTAGES
What Makes Tijuana A Unique Nearshore Location?

What Makes Tijuana A Unique Nearshore Location?

The principal advantage of the nearshore model is proximity. For contact centers, being closer to the United States can provide important benefits including cultural alignment, access to bilingual talent, compatible time zones, easier business travel, and greater operational visibility than many traditional offshore models.

Tijuana is one of the closest nearshore locations available to U.S. companies. Located directly across the border from San Diego, California, the city amplifies many of the advantages that make nearshoring attractive in the first place.

For contact center managers, investors, and business leaders, Tijuana offers an unusual combination of geographic proximity, bilingual and bicultural talent, North American business-hour alignment, professional infrastructure, and convenient access for U.S.-based management teams.

Proximity to the United States

Few nearshore destinations can match Tijuana's immediate proximity to a major U.S. metropolitan area.

CCSI's Tijuana contact center operations are located just across the border from San Diego, giving U.S. companies the ability to visit their teams without the extensive international travel often associated with offshore outsourcing.

This proximity can make activities such as executive visits, training, Quality Assurance reviews, client meetings, process implementation, and operational oversight easier to coordinate.

It also means that Tijuana teams operate within working hours that align naturally with U.S. operations, supporting real-time communication between managers, agents, clients, and support teams.

A Bilingual and Bicultural Workforce

Tijuana's proximity to Southern California has also helped create a workforce with significant exposure to U.S. language, culture, media, business practices, and customer expectations.

In a 2017 analysis titled Tijuana Makes a Strong Nearshore Contact Center Case, contact center industry analyst Peter Ryan highlighted the city's combination of population scale, English-language capability, U.S. cultural exposure, and proximity to San Diego as important advantages for contact center investment.

Ryan described Tijuana as a potential source of “scalable, culturally-aware, linguistically-diverse talent” for the contact center industry.

The original analysis can still be read through Ryan Strategic Advisory.

Bicultural Can Be as Important as Bilingual

For customer-facing operations, speaking English is only one part of effective communication.

Agents may also need to understand conversational style, customer expectations, cultural references, service tone, purchasing behavior, and the way North American customers interact with businesses.

CCSI's bilingual and bicultural call center workforce is recruited and developed specifically to support U.S. customer interactions.

Operational Control and Cost Advantages

The value of Tijuana is not based only on labor costs. Proximity can also reduce some of the indirect costs associated with managing a remote operation.

Shorter travel distances, overlapping working hours, easier communication, and greater access to the operation can make it easier for U.S. management teams to remain directly involved.

The original 2017 article included the following perspective from Erick Esparza, identified at the time as President of Call Center Services International:

“I can tell you that our clients experience a 50% reduction from their US cost by coming to Tijuana. What really makes this area attractive though is the workforce here is truly bi-cultural not just bi-lingual, which you get from the "nearness" to the US and I guarantee you won't get that anywhere else in the world. Don't forget as well that our clients love that they can fly into San Diego in the morning and fly out in the evening if need be. The "nearness" of Tijuana to San Diego (mega-region) is exactly what makes this area all the more attractive for a nearshore operation.”

This quote reflects CCSI's experience and positioning in 2017. Current savings vary according to the type of operation, workforce requirements, technology, facilities, benefits, program complexity, and business model being used.

Organizations evaluating a Mexico operation should therefore compare the complete operating model rather than relying on a single historical percentage. Current program information is available through CCSI's nearshore contact center pricing.

Infrastructure and Business Access

Tijuana also provides the professional infrastructure required for modern contact center operations.

A high-performance operation depends on reliable telecommunications, redundant internet connectivity, backup power, physical security, appropriate workstations, training spaces, IT support, and the ability to scale as workforce requirements change.

CCSI maintains professional contact center facilities in Mexico, including operations in Tijuana with enterprise technology infrastructure, redundant connectivity, security controls, training and conference areas, and scalable workspace.

Otay and Plaza Agua Caliente

CCSI's Tijuana presence includes operations in the Otay area and Plaza Agua Caliente, providing clients with access to different recruiting areas and strategic locations within the city.

Plaza Agua Caliente is located next to the Grand Hotel Tijuana and provides convenient access for visiting client teams, while the Otay area offers close proximity to the U.S.-Mexico border and an important educational and technology corridor.

This physical accessibility is one of the reasons Tijuana can function as an extension of a U.S. operation rather than simply as a distant outsourced location.

Understanding Travel and Security Considerations

Security has historically been one of the concerns raised by companies evaluating Tijuana, and it deserves a more precise discussion than simply describing the city as either safe or unsafe.

Companies considering travel to Tijuana should evaluate current conditions and consult official government travel guidance when planning site visits.

As of this article's 2026 review, the U.S. Department of State advises travelers to reconsider travel to Baja California because of security risks. Its guidance specifically notes elevated homicide levels in some non-tourist areas of Tijuana while also stating that there are no additional travel restrictions for U.S. government employees in Tijuana, Ensenada, and Rosarito beyond specific restrictions elsewhere in the state.

Business travelers should review the latest U.S. Department of State Mexico Travel Advisory before traveling and follow appropriate corporate travel and transportation procedures.

Security conditions can change, so current official guidance should always take precedence over historical statements or general assumptions about the city.

Why Tijuana Remains a Distinctive Nearshore Location

The fundamental argument behind the original 2017 article remains relevant: Tijuana's greatest strength is the combination of multiple nearshore advantages in one location.

For U.S. contact center operations, those advantages include geographic proximity, bilingual and bicultural recruiting opportunities, time-zone alignment, professional infrastructure, competitive operating economics, and the ability for U.S. management teams to remain closely involved with the operation.

Tijuana's value as a nearshore location comes from more than lower operating costs. Its defining advantage is the ability to build a Mexico team that remains closely connected to the United States.

These characteristics continue to make Tijuana an important part of CCSI's broader nearshore contact center strategy in Mexico.
